Re-enrolment
The Term 4 decision, made by a parent who has either seen progress or hasn't.
The point each year, usually in Term 4, when a family decides whether to continue. It's decided by what the parent has seen across the year, which for most centres is an invoice each term and nothing else. A written record of progress changes the default.
